The Problem

With never ending Social Services some might ask

"Why aren't the Homeless getting any better?"

Well, when Homeless Advocates and Good Samaritans give free food or shelter to the Homeless on any city street near a gas station (or any store selling cheap alcohol), they are actually Feeding the Addictions.

The Answer
Putting all the Free Food, Shelter and Social Services at a location that is far away from Cheap Beer (Gas Stations, Liquor Stores, etc), Drugs, and Drug Dealers is the key to "breaking the addictions".

If the Homeless don't want to follow The Rules for the free food, then the "addicted" and Homeless are free to physically take a several-mile-long hike back to the city to get their alcohol and drugs.

Furthermore, this long-distance back-and-forth scenario between food and drugs reduces the amount of time they can use to feed their addictions.
