The below list of Politically Correct Words is a way to avoid blaming and "pointing-the-finger" at Drug Addicts and The Homeless for their repeated bad decisions. And because they are not blamed for their repeated bad decisions, it justifies taxpayer-funded mental health services and selling more withdrawal drugs that are essentially substituting one drug for another. (i.e., Bait and Switch).
