Organized Fund Raising? Or, Child Endangerment?

Child Endangerment? (from Organized Fund Raising)
Some busy street intersections have groups of kids in sports uniforms, e.g., basketball or cheerleading, that are organized by some chaperone.

Yet, does anyone know who these organizations really are? These kids are in the streets running around and clearly the chaperone cannot see them all and this while too busy chatting on their cell phone. Likewise, the drivers cannot see these small kids either.

Couldn't this be considered child endangerment as school crossing zones exist for a traffic safety reason, do they not?

Why can't City Hall and the Federal Disadvantage Business Enterprise (DBE's) dollars be used to train these chaperones to organize a worthwhile service or product (e.g. bake sale, car wash) for these kids as opposed to asking for another "feel good" handout?
